Recent and forthcoming changes to the Procedure before the European Court of Human Rights: An Attorney’s view from the Perspective of the Right to Access to Justice

Effective 1 January 2014, the procedure for individual complaints under Article 34 of the European Convention on Human Rights (ECHR)  before the European Court of Human Rights (ECtHR) has been changed in two aspects which are of importance for applicants or their attorneys. Other recent changes to the Rules of Court involve the rules regarding judges,  the composition  and constitution  of Chambers and the election of the registrar  or the president of the Court  but also interim measures  and the procedure before a Chamber,  including the relinquishment of jurisdiction by a Chamber in favor of the Grand Chamber.  This text is only concerned with procedural changes in 2013 and the first half of 2014  which have a direct impact on the submission of an application to the European Court of Human Rights.
