ЄВРОПЕЙСЬКИЙ СОЮЗ ТА ВРЕГУЛЮВАННЯ КОНФЛІКТІВ: ДОСВІД ТА УРОКИ ДЛЯ УКРАЇНИ

Abstract

Анотація. В статті аналізується теоретичне підґрунтя політики Європейського Союзу щодо врегулювання конфліктів. Виокремивши основні загрози від існування неврегульованих конфліктів для ЄС, автор визначає сильні та слабкі сторони діяльності ЄС як конфліктного менеджера в регіоні Східного Партнерства. Особлива увага приділяється визначенню ризиків для України з урахуванням попередніх дій ЄС щодо врегулювання конфліктів в Молдові та Грузії.Ключові слова: конфлікт, безпека, Європейський Союз, Україна. Abstract. The EU has an ambition to become a more significant role in conflict resolution that has been specified in number of core documents of the union. The theoretical framework of the EU policy is based on social constructivist approach. To the constructvists’ point, a state’s behaviour is determined by mix of history, ideas, norms, beliefs as well as perception of friends and enemies. Constructivists also argue that actors are willing to cooperation and able to fix all contradiction by means of negotiation and cooperation. The set of the EU instruments for conflict resolution implemented in Republic of Moldova and Georgia proves that community leads by this approach aiming to tackle the roots of conflict and create new conditions for peaceful settlement process.Author shows that the EU pays special attention to unresolved conflicts and their negative impact on European security. However the EU is still ineffective conflict resolution in the region of the Eastern Partnership. That causes both the nature of the EU as security actor and a lack of conflict causes understanding within the EU. Summing up the practice of Brussels in conflict resolution in Moldova and Georgia, the challenges for Ukraine are scrutinized.Keywords: conflict, security, the European Union, Ukraine. Аннотация. В статье анализируется теоретические основы политики Европейского Союза по урегулированию конфликтов. Автор, выделив основные угрозы существования неурегулированных конфликтов для ЕС, определяет сильные и слабые стороны деятельности ЕС как конфликтного менеджера в регионе Восточного партнерства. Особое внимание уделяется определению рисков для Украины с учетом предыдущей деятельности ЕС по урегулированию конфликтов в Молдове и Грузии.Ключевые слова: конфликт, безопасность, Европейский Союз, Украина.
