АНАЛІЗ БЮДЖЕТНИХ ЗАГРОЗ ТА ЇХ ВПЛИВУ НА ФІНАНСОВУ БЕЗПЕКУ УКРАЇНИ

Abstract

Анотація. В статті здійснено оцінку ключових бюджетних загроз, досліджено особливості їх впливу на фінансову безпеки України. Доведено, що між економічними загрозами національної безпеки і загрозами в бюджетній сфері існує причинно-наслідкова залежність. Доповнено наявну у вітчизняній літературі класифікацію загроз бюджетній безпеці. Здійснено аналіз окремих загроз бюджетній безпеці та запропоновано їх класифікацію. Ключові слова: бюджетні загрози, фінансова безпека, бюджетна безпека, бюджетна система, загрози економічній безпеці. Annotation. The article analyzed key budget danger, investigated the peculiarities of its influence on the financial security of Ukraine. It proved that the so called reason-consequence dependence could be found between the economic danger to national security and the danger in the budget sphere. It proved the classification of danger to budget security that has been found in native researches. It analyzed some danger to budget security and proposed its classification. It proposed the following characteristics to the classification of danger to budget security: the real danger (the division of danger from the point of real possibility of its rise); global, state, regional, local (the division of danger from the point of its territorial location); primary and secondary (the division of danger according to the character of reason-consequence relations between them, as well as caused damage); subject and object (the division of danger according to reasons of its rise).It classified the danger to budget security as the revealing danger in two situations: in statistics – danger of budget incomes, danger of budget expenses; in dynamics – danger of providing every level of budget process. Such an approach helps register the real and potential danger to the state and local budgets security, as well as form alternative behavior after the problem of identification and classification of danger.Key words: budget danger, financial security, budget security, budget system, danger to economic security. Аннотация. В статье осуществлена оценка ключевых бюджетных угроз, исследованы особенности их влияния на финансовую безопасности Украины. Доказано, что между экономическими угрозами национальной безопасности и угрозами в бюджетной сфере существует причинно-следственная зависимость. Дополнено имеющуюся в отечественной литературе классификацию угроз бюджетной безопасности. Осуществлен анализ отдельных угроз бюджетной безопасности и предложена их классификация.Ключевые слова: бюджетные угрозы, финансовая безопасность, бюджетная безопасность, бюджетная система, угрозы экономической безопасности.
